A simple search for “fantasy cricket” in the Play Store for Android phones brings up a list of apps including Fantasy Cricket, CricPlay – India’s first free fantasy cricket game, Team11Fantasy – free fantasy cricket and more. However, IPL 2020 sponsor Dream11 as well as MPL allow users to download and install their fantasy cricket apps on their Android phones.
The drama happened at the end of last week. On Friday around noon, the hugely popular digital payments platform Paytm disappeared from the Google Play Store for Android phones, at least in India. Not that it meant that existing Paytm users could no longer use the app (because they could), nor did it mean that transactions stopped (because they didn’t). All this meant that you couldn’t update the Paytm app or download it again (but who still doesn’t have Paytm on their phone?). But it pointed to something that was disturbing on a larger scale. What was wrong with the Paytm app that warranted such a move by Google? Both companies have their side of the story to share. It has been revealed that Google has classified some of the cashback and scratch card offers that Paytm has been offering to users ahead of the much-anticipated IPL 2020 T20 cricket season as gambling and sports betting. But it is clear that it is not as black and white as it seems.
In a statement released this morning, Google India said, “Offering cashback and vouchers is not in itself a violation of our Google Play gambling policy. Last week we reiterated the Play Store gambling policy. It is our policy not to operate an online casino or support any unregulated gambling activities that promote sports betting, including daily fantasy sports in India.” Google India confirms that the policy is followed to ensure safety and security for consumers. “For repeated policy violations, we may take more serious action, which may include the termination of Google Play developer accounts.” Our policies are applied and enforced consistently by all developers,” they added.

Paytm says that the first message they received from Google said that the Paytm app has been removed from the Play Store in India. The glaring issues that were pointed out included a cashback and UPI scratch campaign run by Paytm in the run-up to the start of the IPL 2020 T20 cricket extravaganza. Paytm confirms that Google did not give them an opportunity to respond as usual. “This was the first time Google sent us a notice about our UPI cashback and scratch card campaign. Contrary to accepted practice, we were not given any opportunity to address their concerns or express our views,” Paytm said in an official statement. They also added: “We maintain that our refund campaign complies with the guidelines as well as all laws in the country. We did not break any rules and there was no violation. It has nothing to do with gambling.”
A quick look at Google Play Store’s global policy, specifically what it calls “Ads for gambling or real-money games, contests and tournaments in apps distributed on Play,” the company says ads for gambling, real-money game money, contests and tournaments are permitted if permitted by the local laws of the site. In addition, ads must not be shown to users under the age of 18, and the app must not be enrolled in the Designed for Families program. As of now, it is not clear whether Paytm has signed up for this program.
A quick look at Google Play Store listings in India seems to tell its own tale of confusion. A simple search for “fantasy cricket” in the Play Store for Android phones brings up a list of apps including Fantasy Cricket, CricPlay – India’s first free fantasy cricket game, Team11Fantasy – free fantasy cricket and more. Even if these apps don’t always allow transactions or fantasy league play, they certainly advertise such activities. It is interesting to note that Dream11, which is the main sponsor of this year’s IPL 2020 and Mobile Premier League, or MPL, which is the main sponsor of Kolkata Night Riders, have Android apps, but they offer direct download and tracking links like to load apps on android devices instead of the official Google Play store.
You might not be surprised to know that Google Pay in India has also tried to cash in on the hype ahead of cricket’s return with IPL 2020. Google Pay is running its own ‘Tez Shots’ campaign with prizes up to Rs 1 lakh – and they will be rewarded based on points for the different services they use in Google Pay. Google Pay is competing with Paytm in the digital payments space in India. It’s unclear whether Google has a different set of policy guidelines for its own apps, or whether Google has different filters for the demographics, age, and location of the content shown to users in its apps.

Paytm also notes that Google India has also raised the issue of policy violations in the past when Paytm advertised its own subsidiary Paytm Games in the app. However, Google India had no problem with Paytm Games being promoted through paid promotions on the YouTube platform.
In June, research and strategy firm Zinnov released data suggesting that Paytm has 39 million daily active users (DAUs) in the country, while Google Pay clocks in at around 19 million DAUs.
