In a statement shared this morning, Google India said, “Offering cashbacks and coupons alone does not violate our Google Play gambling policies. Last week, we reiterated our Play Store gambling policies. Our policies do not allow online casinos or endorsements. Sports betting, including daily fantasy sports, is prohibited in India. Facilitated Controlled Gambling Apps.” Google India ensures that policies are implemented to provide users with a safe and secure experience. “In case of repeated policy violations, we may take more serious action, including termination of Google Play developer accounts. Our policies are applied and enforced to all developers,” they added.

Paytm said the first communication it received from Google was that the Paytm app had been removed from the Play Store in India. Ahead of the start of the IPL 2020 T20 cricket extravaganza, there were glaring issues that highlighted the UPI cashbacks and the scratch card campaign being run by Paytm at the time. Paytm confirms that Google has not given them a chance to respond as usual. “This is the first time Google has sent us a notification regarding our UPI cashback and scratch card campaign. Contrary to accepted practice, we were not given an opportunity to respond to their concerns or express our views,” Paytm said in an official statement. They further add, “We maintain that our cashback campaign is within the guidelines and all laws of the land. We have not broken any rules and there is no transgression. It is not gambling in any way.”

A quick look at the global Google Play Store policies calls out “advertisements for gambling or real money games, contests and tournaments in Play-distributed apps,” advertising for gambling, real money gambling, contests and tournaments are allowed if permitted by the platform’s local laws. Additionally, ads must not be shown to users under the age of 18, and the app must not be enrolled in a program designed for families. Currently, it is not clear whether Paytm has signed up for this program or not.

A quick surf through the Google Play Store listings in India tells their own confusing story. While these apps may not always enable transactions or fantasy league gameplay, they certainly promote such activities.
